The patient rights and responsibilities listed below are based on the Patient Rights Regulation No. 30657 dated January 16, 2019.
THE PURPOSES OF PATIENT RIGHTS
As the AG European Eye Diseases Specialty Center, our purpose is to define and communicate the rights and responsibilities of patients and their families during their time at the medical center for the purposes of diagnosis and treatment.
PATIENT RIGHTS AND RESPONSIBILITIES
1- The Right to Access Health Care
- Patients have the right to access health services—including activities aimed at promoting healthy living and preventive health services—in accordance with their needs, within the framework of the principles of patient care, justice, and fairness.
2. Right to Information and Right to Request Information
- Patients have the right to request, either verbally or in writing, information regarding how and under what conditions they can access healthcare services.
3- The Right to Choose and Change a Healthcare Facility and Its Staff
- Patients have the right to choose a healthcare facility, provided that the procedures and conditions set forth by applicable laws and regulations are followed, and to receive healthcare services at the facility they have chosen.
4. Respect for Privacy and the Right to Request It
- Patients have the right to have medical evaluations regarding their health conducted in confidence.
5- The Right to Request the Determination of Priority Order
- Patients have the right to have their priority status determined objectively based on medical criteria. Emergency and forensic cases, as well as elderly and disabled patients, have priority when receiving healthcare services.
6- The Right to Diagnosis, Treatment, and Care in Accordance with Medical Standards
- Patients have the right to receive a diagnosis, treatment, and care that meet the standards of modern medical knowledge and technology.
7. The Right to Receive Medical Care
- Healthcare professionals provide the medical care required by the patient’s condition. Even if it is not possible to save the patient’s life or preserve their health, it is mandatory to attempt to alleviate or relieve their suffering.
8. The Right to Review Medical Records and Request Corrections to Those Records
- The patient may review the file and records containing information about their health condition, either directly or through their agent or legal representative, and may obtain a copy thereof. These records may only be viewed by those directly involved in the patient’s treatment.
9. Right to Consent
- The patient has the right to be informed and to give consent before undergoing any surgery or treatment.
10. The Right to Refuse or Discontinue Treatment
- The patient has the right to refuse or request the discontinuation of any treatment planned or currently being administered, provided that, except as required by law or in cases of necessity, the patient assumes full responsibility for any adverse outcomes that may result.
11. The Right to Safety
- Patients have the right to expect and demand a safe environment in healthcare facilities and institutions.
12. The Right to Perform Religious Obligations
- Provided that it does not disrupt institutional services, disturb others, or interfere in any way with the medical treatment organized and administered by the staff, a religious leader in accordance with the patient’s religious beliefs may be invited upon request to provide religious guidance and spiritual support to patients; upon request, religious texts are provided to patients by the Patient Rights Unit.
13. The Right to Respect for Human Dignity
- Patients have the right to receive healthcare services in healthcare facilities and institutions that are befitting of human dignity, where all necessary hygienic conditions are met, and where noise and all other disruptive factors are eliminated.
14. Right to Have Visitors/Attendants
- The patient has the right to have a caregiver or visitor present, subject to the operating procedures and principles of the healthcare institution, to the extent permitted by applicable laws and regulations and the institution’s resources, and as deemed appropriate by the physician responsible for the patient’s care.
15. The Right to Protective Measures
- Patients have the right to receive appropriate care (treatment) to protect themselves from illness.
16. Right to Quality Standards
In accordance with established standards and guidelines, every individual has the right to access high-quality healthcare.
17. The Right to Be Free from Unnecessary Pain, Suffering, and Distress
- Every individual has the right to be protected from pain and suffering to the greatest extent possible at every stage of their illness.
18. Right to Personal Medical Care
- Patients have the right to be referred to diagnostic and treatment programs tailored to their individual needs.
19. Right to End-of-Life Care
- We respect the right of patients in the terminal stage, for whom a cure is not possible, to receive treatment that will provide them with comfort and maintain their quality of life at the highest possible level.
20. Right to File a Request, Complaint, or Lawsuit
- In the event of a violation of patient rights, patients and their representatives have the right to file any type of appeal, complaint, or lawsuit in accordance with the law.
THE PATIENT'S AND THE FAMILY'S RESPONSIBILITIES
1. General Responsibilities
- Our patient should follow the treatment plan and recommendations provided by the doctor in charge of their care to maintain a healthy lifestyle.
- Our patients and their families can donate blood. They can also donate tissue or organs.
- In simple cases, people should take care of themselves
2- Social Security Status
- The patient is required to promptly report any changes to their health, social security, and personal information.
3- Informing Healthcare Workers
- The patient must provide accurate and complete information regarding their medical history to date, current symptoms, treatments received, medications taken, and any changes in their condition.
4. Compliance with Medical Center Rules
- The patient must behave in accordance with the rules of the healthcare facility they visit and comply with the procedures to be performed.
- The patient must follow the referral process established by the Ministry of Health and other social security institutions.
- The patient is expected to cooperate with healthcare professionals throughout the course of treatment, care, and rehabilitation.
- If a patient is using the services of a healthcare facility that operates on an appointment basis, they are expected to keep their appointment at the scheduled date and time and must notify the facility of any changes.
- Patients must respect the rights of hospital staff, other patients, and visitors.
- The patient must not damage the facility’s property; if damage occurs, the patient is responsible for reimbursing the cost.
5. Follow Treatment Recommendations
- Patients should listen carefully to the advice regarding the medications they are taking and ask questions about anything they do not understand.
- If the patient is unable to follow the treatment recommendations, they should inform the healthcare provider.
- The patient must indicate whether they have correctly understood the healthcare and post-discharge care plan as intended.
- The patient is responsible for any issues that may arise as a result of refusing the proposed treatment or failing to follow the recommended treatment plan.
6. Liability for Payment of Healthcare Expenses
- When seeking care at a healthcare facility, the patient must provide information regarding how their medical expenses will be covered and by which institutions or organizations. The patient is obligated to pay the amount due for procedures performed for diagnostic and treatment purposes within the timeframe specified by the institution.
7. Obligation to Report Infectious Diseases
- Patients suspected of having or diagnosed with an infectious disease are required to remain at the medical center unless they have a doctor’s authorization stating that there are no objections to their discharge.
8. Responsibility Not to Make Inappropriate Requests
- Patients should not request any medication or procedure that has not been deemed appropriate by the attending physician or included in the treatment plan.
9. Responsibility to Comply with Visitor Rules
- Our patients are responsible for receiving visitors in accordance with the rules established by our medical center.
